Financial Management
Larmack provides our customers with quality personnel across various financial areas including the majority of the Planning, Programming, Budgeting, and Execution (PPBE) process as well as other financial areas relating to the federal government. This experience and dedication to quality service provides our customers the support necessary to efficiently manage and utilize funding within prescribed legal constraints.



Larmack’s experience throughout the PPBE cycle provides an understanding of the implications in each phase and interplay between the phases. Financial constraints represent critical challenges that must be overcome in order to provide the government financial community with the tools needed to accomplish their mission. Larmack’s knowledge and experience allow for support to maximize this goal of the armed services.
Planning
During the planning phase, the Department of Defense (DOD) analyzes the threat to national security and develops appropriate strategies to prepare for and handle the threat. The planning phase culminates in the development of the Strategic Planning Guidance (SPG) and initial Defense Fiscal Guidance (DFG) to the services and defense agencies. SPG provides planning assumptions and direction for the Component's program submission, or Program Objectives Memorandum (POM). SPG is not resource constrained and becomes the foundation for many of the subsequent discussions in POM and budget review phases on military requirements.



Larmack participates in Integrated Project Teams (IPTs) to establish program requirements, provide guidance on the proper document type and initiate technical tasking for current and future budget years. It can also provide experienced personnel in analyzing the SPG and providing budget documentation and analysis in development of program priority lists for customer command inputs to the Joint Programming Guidance (JPG).
Programming
An integral part of the PPBE cycle is creating allocations of resources based planning decisions and the corresponding guidance. Larmack is proficient in providing support in the generation of Program Objectives Memorandums (POMs), Program Reviews (PRs) and the corresponding documentation establishing justification based on current and projected requirements.



Larmack can provide support in updating appropriations in current year, mid-year, phasing plan, PR and POM years for DoD and Department of the Army organizations. Changes in out year requirements are tracked and updated accordingly to provide a permanent audit trail. Larmack also provides consulting business planning personnel on how to best align corporate strategy with higher-level strategies including yearly Office of Secretary of Defense Planning Guidance and Priorities, the Quadrennial Defense Review, and the President's Management Agenda.
Budgeting
The Larmack Business Group develops business and financial plans, and uses all forms of technical tasking documents, procurement processes and documents, budget exhibits, budget tracking systems, and standard accounting databases. Larmack accounting & financial team has experience in assisting in budget generation as well as various budget reviews and data calls. Larmack supports program managers and budget financial managers in developing the required funding documents such as Procurement Requests (PRs) and Work Requests (WRs), facilitating delivery order awards and tracking expenditures against financial controls.
Execution
Larmack provides financial management and accounting support personnel with expertise in government accounting systems, regulations and environments throughout the entire Execution Phase. Larmack understands the various financial systems, including transaction level processing, and their implications on overall execution monitoring and reporting as well as on the financial statements. The company has also proven its ability to assist on policy development and Defense Finance and Accounting Service (DFAS) policy review with consideration of financial implications.



In addition to its knowledge of budget and accounting operating procedures and directives, Larmack’s accounting and financial management team understands and masters the rules governing the various appropriations used by the Army such as RDT&E, GDIP, CCP and O&M.
